A Steinbach family was given hope when a couple offered to organize a fundraiser to assist with medical expenses for their little girl. That took a drastic turn when the money raised never made it into the hands of the parents.

Eddie Welter, 36, of Steinbach was arrested on Tuesday and charged with one count of fraud and one count of false pretenses. He remains in custody while Steinbach RCMP continue to investigate a “fraudulent tattoo raffle.”

The event was not licensed by the City of Steinbach or the Lottery Commission. It ran from Oct. 7-24, 2014.

“The fundraiser was designed as a raffle in which people could buy tickets for a chance to win two free tattoos,” stated the RCMP. “The money from the tickets purchased was to be donated to a deserving family in Steinbach who required specialty equipment to care for their young daughter.”

The investigation has revealed that the funds raised from the raffle were never provided to the family. RCMP are asking people who purchased tickets from the tattoo raffle to visit the Steinbach detachment to complete a statement for public records.

The Carillon spoke with the family who was supposed to receive the funds. Their story is shared in today’s print edition of The Carillon.
