Victor Black is the new Ward 5 councillor in the RM of Tache, but he didn’t win his seat without a recount.

Black took 188 of a total 376 votes, 10 ahead of runner-up Marcel Manaigre in the Sept. 23 byelection. The race was largely two-way, as Nicolle Moskoven received seven votes and Joyce Christie received three. The RM of Tache posted its results on its website on Sept. 24.

About 30 to 31 percent of eligible voters cast ballots, but Black said the number of voters was higher than a previous election in which just over a quarter of voters participated at the polls. Black said he had hoped to see 45 percent of eligible voters cast ballots.

Black said Manaigre called a recount, and both were present as officials recounted ballots.

“I really underestimated my opponent,” Black said of Manaigre.

The ward Black now represents is large, and Black said he spent his time knocking on many doors and contacting numerous residents in the lead up to the election.

Black has been in business in Lorette since 1984, and owns Dawson Service Centre and is co-owner of the Lorette Mobile Home Park. He’s done land development work before and understands relevant legalities.

New recreation facilities are a priority for Black, and he previously served as president of the Lorette Sports Centre.

“If the community is growing, businesses have to grow with it,” Black said.
